REJOINDER TO PRESS RELEASE FROM OSU MANTSE PALACE DATED 26 June 2018
On Tuesday 26 June 2018 a press Conference was held at the Osu Mantse Palace and at the end of it a Press Release was issued to the Media. Some of the subjects covered in the release, need clarification from Nii Nortey Owuo III group. We probably would have been quiet over it, but for the fact that the Ghanaian Times carried the Press Conference and gave it wide publicity and said nothing about the demonstration which precipitated the Palace Press Conference, in the first place. Our demonstration took place on 19 June 2018. A senior reporter from Ghanaian Times covered it in full.
‘Whether there is chieftaincy dispute at Osu or not’.
There is indeed a chieftaincy dispute at Osu. There is the Review case before the Supreme Court of Ghana which is now on sine die. There is another case before the Greater Accra Regional House of Chiefs, directly challenging the capacity of Nii Okwei Kinka Dowuona VI as the Osu Mantse. That case is also on sine die. Kinka Dowuona has also sued four of us on libel for saying that he, Kinka, has not been enstooled by Osu custom and tradition as Osu Mantse and that he remains an illegitimate chief for as long as he fails to produce evidence that Nii Nortey Owuo III has ever been destooled as Osu Mantse since 29 December 1984. This case has been adjourned at Kinka’s request to 20 July 2018.
As long as the name of Nii Nortey Owuo III was cancelled from the National Register of Chiefs and that of Kinka Dowuona inserted thereon, without due process and the rules of natural justice were not followed, there will be chieftaincy dispute at Osu. Particularly, as Kinka Dowuona has not provided any evidence that Nii Nortey Owuo III has been destooled thus creating vacancy on the Osu Stool for him. As it is, now Nii Nortey Owuo III has lawful custody of the Osu Stool and Kinka Dowuona is recognized by the NHC as Osu Mantse. The Osu situation is not tidy.
Marine Drive/ GIMPA Lands
If Kinka Dowuona was really interested in the Marine Drive as a project which would benefit the whole of Osu, his demand notice for compensation which went to the Hon Minister of Tourism Arts and Culture would have emanated from the Palace under the signature of the Registrar of the Osu Traditional Council or a Council official so designated. His private lawyer wrote the letter in expectation that he and his lawyer would handle the proceeds as with all transactions involving money, including that of the Office of the Administrator of Stool Lands. How many members now constitute the Osu Traditional Council? How many of them are drawn from each quarter of Osu? How many officers has the Council appointed since 2012? How many members constitute the judicial committees which he uses to ‘witch-hunt’ his adversaries and how many of these have been sworn in by the Officers of the Judicial Service; as required by law?
Kinka is not interested in the development of Osu. His interests are very narrow and are directly related to money in his pocket. If the Osu Traditional Council is a statutory body, let the Auditor General say otherwise.
‘If you buy a crown and put it on, that alone does not make you a chief.
This ‘adage’ refers more to Kinka Dowuona than anyone else, in Ghana. Here we are with a chief who has never been enstooled on the Osu Stool used for enstooling Osu Mantsemei – Sel Kwame. The stool on which Kinka was enstooled was purchased from the Arts Centre, Accra or Anloga in Kumasi. The purchaser has spoken publicly about this. He was also enstooled at a Government bungalow on the Independence Avenue and not in the Dowuona Stool House. When enstoolments are conducted in such circumstances, and are sanctified by institutions of state which derive their mandate from the 1992 Constitution, to give legitimacy to such high–level farce, issuing certified ‘extract’ to bless such blatant mischief; why would Kinka and his cohorts not have the courage to blow hot air from the Palace they seized using ex-parte orders? Kinka Dowuona has not seen the Osu Stool. What then makes him, Osu Mantse? We must be told in clear terms whether or not the National House of Chiefs, Kumasi has become a special purpose kingmaker for Osu among other functions of the august House? Or whether henceforth all Chiefs and Queenmothers shall be appointed by the National House of Chiefs
When our traditional system with its checks and balances function fully, it shall not be those who protested the wrong doing of Kinka Dowuona on 19 June 2018 who will be arrested as the release from the Palace demands; but those against whom we have filed criminal complaints. They will face the full force of the law. Politics and politicians will come and go, paid public officials who look the other way when they are duty bound to ensure proper conduct in our public affairs, will also have their day but it will end one day. But the people who have committed crimes against the people of Osu will be brought to justice one day, in our own life-time. This is all about Nii Okwei Kinka Dowuona VI’s legitimacy in the Osu Mantse Palace.
